Most likely a problem with your graphics drivers. Try turning everything down to lowest/off settings.

This is something I also saw on a laptop with widescreen resolutions.
It also didn't allow these settings.

I think you have to edit the file glest.ini and set another resolution in it. ( You might need special rights for this when you are using windows vista )

I have windows Xp
probe and change the screen resolution and nothing remains the same.

Also try setting Windowed to 1
