Sometimes (and not too rarely), when you select a group of your fighters, then right-click on an enemy unit to attack it, your units will not attack it but just move towards this enemy unit and stand there. This especially happens when CPU load is high and/or FPS is low. It happens more often (but not only) in large games with many network players from all over the world (and both network and other lag which are both caused by this setup). It may be less of a problem on faster GPUs.
I assume this happens when you click during a tick in which the game is not expecting you to give an attack order.

I have seen this too in single player, sometimes resulting in a long delay before unit begins to attack.

Hmm... I thought it was a case of click the Attack icon or press the A key, then LEFT-click to attack a unit. And I thought RIGHT-click was only to move my own units. (Mind you, I never read the manuals for anything).

Right click is a shortcut for "do whatever the most common thing to do is". This could be at move, attack, repair, et cetera. It depends on what you are clicking on.

Clicking an enemy unit while you have an attack command should attack, if you don't have an attack command, should move. Clicking a friendly non-building unit should move to it. Clicking a building should repair it if not full HP, move to it otherwise. Clicking a resource should harvest it. Clicking a unit with a load command while the unit being commanded can be loaded should load the unit. Clicking a bare patch should move the unit there. Did I miss any?

Probably not. I realised after reading your response that I do a lot of right-clicking intuitively. I guess that means that the game interface is designed and works well in general (ie., if users pick it up intuitively and don't have much need of a manual then 'job well done').
Edit: When thinking about the OP I realised that this happens when I right-click the forest so guys will harvest wood, for example. Sometimes they'll also do some harvesting for awhile, but then just stop and stand there. I just noticed that where only a few were harvesting (I know that when there are a large number they sometimes stop for a moment because they can't get at the resource).

I already looked at this issue, but had no luck so far. I will have to search a bit more...
