Bad driver, probably mesa (open source driver), get the latest stable one. If the latest stable doesn't work, get the latest testing one.
You did not provide system information - read http://bugs.megaglest.org BEFORE posting.

Try to change value of "max lights" (if you have here e.g. 1) to bigger in options>video section.
-
It's definitly a graphics driver problem!
Something that might help: Switch the "shadow texture size" in MegaGlests graphics options down. Some video cards show this effect if they have trouble with big textures.

512 should work.
Which graphics card do you have?
Which operating system do you use ? Linux? Windows ?
-
You're not providing information - we can't help this way. :-(
Probably unrelated, but you should also set shadows to either "projected" or "disabled", not "mapping" which you seem to have now.

I had effect like this two times and for me it wasn't directly related to the "bad graphic's driver" and these effects weren't always present.
First case is obvious:
Try to change value of "max lights" (if you have here e.g. 1) to bigger in options>video section.
Second case was very recently when I tested how look messages in a widescreen resolution (in this case 800x480).
Then I really suggest you to try change value of "max lights" and then other resolutions (even those not native to the monitor).
