When changing the interface language, expected behaviour would be that the megapack gets translated in singleplayer mode. It is not.
I then tested hosting a LAN multiplayer game and ticked the box to allow techtree translations. Again, the megapack is in English.
I tested in Scottish Gaelic where the translation is at 100%, but I haven't had time to review the strings for the megapack yet.

I just tested with the German translation and it works for me (at least for those units and structures which are translated there - the translation is incomplete). Indeed techtree translations need to be enabled manually each time you play a game still, I think we forgot to re-discuss this before release.
One reason you may not see the latest localization is when you have downloaded translations directly from Transifex using the "advanced translation" option on the options menu. It also has a delete option there (be sure to set the target language first). Alternatively you can delete $UserData_Root (http://wiki.megaglest.org/INI)/data/techs/megapack.

Deleting the userdata fixed this for multiplayer. Singleplayer is still in English.

I just did the following on my MegaGlest 3.9.0 installation on Linux x86_64 (with German system locale):
./start_megaglest
-> Went to options menu, changed language to Gaelic (was: German)
-> Quit the game
./start_megaglest
-> Clicked on "New game", "Custom Game" (both in Gaelic)
-> Activated "translated techtrees" option (Gaelic)
-> Clicked on "Start game" (in Gaelic)
The game starts. I click on units (stickman, axe thrower, archer), structures (main teepee), resources (stone) - all descriptions are entirely in Gaelic. The only English word I come across is "Air" as part of "Air Milleadh").
When you do the same, do you see anything which is not in Gaelic? If not, what are your exact steps to end up with English texts?

I overlooked the "allow translation" button. My bad. Please move this to feature requests, my request now is that this button is on by default for single-player games.
IMO this setting should also be available on the general options screen where the user sets the language, so the user can easily choose a default.
BTW "Air" is Gaelic for "On" and is also used in some grammatical constructions.

Moving this to feature requests would make the feature request start with a 5 post bug report, that's not ideal. So please post a new feature request, this should be easy by means of copy + paste.
This thread will be tagged [invalid] (just because I tag all reports about behaviour which is as designed this way) now and moved to closed bug reports shortly.
