How to compile Glest under Win XP?

Hi, im shouka minamouriaku, from japan ( i live in Usa though)
How can i compile this game under windows XP home edition, i have dev c++, but i have not even the slightest idea how to program, i just got it so i can compile open source games like this, but i dont know how thats why im asking

It's basically like compiling on MS Visual Studio .Net 2003 which is at the above website (I think it's on the forum as well).

You see, i do not own a computer, i am using another one that i am aloud to use (im embbaressed to say, that i am in school using comps becuase i finish my work so damn fast, im in 9th grade by the way)
The link you gave me, it is blocked, by my schools fire wall and i can not download anygames that i need to install, thats why i want to compile this game, ive played it before when i had a computer, it was realy good, then my comp broke, because of exccesive electric currents in my house, so can you please copy and paste the text in the site that tells me how to compile it.... if you have time to do it, i dont want to cause you problems

It's no trouble although the information is already on the forum http://www.glest.org/glest_board/viewtopic.php?t=479 . There is no information specifically targeted towards Dev-C++, though, from either source.
