I am intending to combine the two. IH military conflict rules will be replaced by Diplomacy Military Conflict Rules, because trying to fuse te two together somehow would be far too frustrating. As for political bodies, this can be said: For each region as well as for political bodies, there are cards. Political bodies spread their power throughout regions by placing counters representing the attributes they have. They are limited in how they do this by how much power/authority/consent they have, as well as the fact that they cannnot spread to a territory that does not belong to their player.
I am still working out how to play individual characters within your society as well as how to integrate this all with the Glest setting. Hope you like the end result.
