What are the factors of balancing factions and the weighting of those factors?

Unit strength
Unit defence
Unit skills
Build time

Variety of units?

(most important, least important, etc)

Regeneraton and Size! Tactical advantages, big creatures might be strong, but slow and big, and won't get through narrow passages. Just an example. ;)
