OpenGl problem still occurs after changing CheckGlCaps=0

New to all of this, please excuse inexperience.............

So i read, did my homework,  and heres the result:
took ownership of glest.ini, changed CheckGlCaps=  from 1 to 0,
saved the file, ran glest fine for a few games after the tutorials.
Restarted my computer and when i try to access the game :
i get the original OpenGL1.3 error again. Game wont run......
Glest.ini is still modified as CheckGlCaps=0
What do i do??????

Running Windows7, GeForce 8600GT, most updated drivers, on a Q6600 x 4, w 4 gig Ram. Should be no hardware or driver issues?????

Well, driver issues it would be, I updated my drivers on my Win 7 laptop and glest ran fine, I downloaded the updates off the ATI site, I assume you're NVIDIA......

What happens if you start glest?
Any errormessages?
Try Megaglest! Improved Engine / New factions / New tilesets / New maps / New scenarios
