Tell me how i could improove the feathers on his head.

improve doesn't have two o's and try to centralize the mouth a bit more, I might have a pic on how the feathers should look, its getting better though

Just use gimp, it is easier faster and looks better.

Are you using layers? I would recommend fading out (somehow) on the edges of the feathers so they look more natural.

The feathers still need stems and his one strand of hair looks strange.
