Dude, immense problems with that model:

1- All the faces have been subdivided multiple times unnecessarily.
2- The rig is a-symetrical.
3- The rig is very badly linked with the mesh.

really easy , just one bone for the head , maybe to for the spine , then 4 for the limbs , very simple

No, actually, Arch is right i just say the model. Way to many verticys. It looks like you subdivided it a bunch of times. your gona need to redo the model.
