Hmm... That's true... We obviously also don't want, er... lower quality, and incomplete mods to be stickied. I do wonder if they should be stickied at all? Perhaps it'd be easier to abolish that ruling (which was never official in the sense of the word). Definately, the "sticky ruling" should be reserved for complete mods. Note sure how to filter out poor quality mods, but there definately has to be a ruling so that someone can't just retexture magitech and then get it stickied by some fault in the ruling (fortunately, that is not a ruling, so we can use common sense for now, but I'm thinking we need to define it as an official policy).
To sum that up: Agreed, we need to update the policy, but aside from restricting the ability to be stickied to complete versions that perform a major change (use common sense to define major), I have no clue how.
