Bug: CPU(easy)[dev-a3-rev.718] [the upgrade command its limited]

description:

"during the course of a game, the 'easy' CPU player refuses to use the 'upgrade skill' command more than 3 times - even if there are 5 skill upgrades available, it will never upgrade more than 3 times."

short: the CPU(easy) AI, used only 3x the upgrade command

Interesting... I wonder if this was a hard limit placed by Titi or a bug? While it's true that without upgrades, the computer will be easier, it could get too easy, since they may never be able to produce some of the better units, and this COULD potentially kill large factions. Then again, it *is* an easy CPU, and people shouldn't expect much challenge at all. After all, easy CPU is really just an introductory CPU for those who just start out. After a few games, we can expect the player to move on to at least normal CPU, so they can experience the full power of the CPU. It's like Civ4. On the easiest difficulty, even on the first time I ever played, I found it very easy to keep up and when I was attacking with modern units, the CPU was still an age or two behind. Nobody really expects much from the lowest level CPU.
