if you destroy all the buildings of the enemy, he will surrender. regardless of the number of surviving units

I think for victory need to destroy all the buildings rather than units.
If AI destroy all your buildings you will lose regardless of
the number of surviving units.

This is correct.  Defeat is determined by losing all units with a "be-built" skill, which normally means buildings.  A person developing a faction can make other units required for defeat by giving them the same skill (but it doesn't need to actually be used by the unit!).  This is how my GAE mod Project Green works -- by giving a be-built skill to the "leader" units, killing the enemy leader is required for victory.

What could a faction without buildings do anyway? Without them, you would lose all your resource storage, and thus be unable to create new units. Factions that use food would eventually starve.

Fair enough, but the bottom line is, this is not a bug, nor the place to request a feature.
