I can choose CPU(Easy) and difficulty to 4.9

There is a discrepancy.

Not quite. The number is the resource multiplier, and not the "difficulty level" that you change by selecting different AI levels. Different AI levels play differently (in theory). At least, they have different checks in place.

Claymore is right, the difficulty level deals with the AI strategy level, the number deals with how quickly the AI accumulates resources.

Ok, I just thought what AI strategy level should correspond to this number of resources.

It does, that's why their have original numbers and etc...but then it usually gets too boring or easy, so people make their opponents to have 3x instead of 2x; something like that.
