it just needs rules and governance. Something like:
1. The GLEST MODDING Hall Of Fame exists to recognize excellence in the field of modding Glest open source RTS computer game.
2. Glest is defined as, without preference, Glest, MegaGlest and Glest Advanced Engine (GAE).
3. Modding, for the purposes of the Hall of Fame, is defined as creating new factions for the game. Maps, tile sets and modifying existing (/other people's) factions is not deemed appropriate for this accolade unless accompanied by a new faction(s)
4. The Hall Of Fame will admit no more than 5 mods during its first round
5. Thereafter the Hall Of Fame will admit no more than 1 new mod per month
6. Being in the Hall Of fame is an absolute measure. A mod either IS in the Hall Of Fame, or it is NOT. No\t rankings are applied.
7. To enter into the Hall Of Fame a mod must be nominated in the Hall Of Fame thread by someone other than the modder
8. A governance board will be established, to vet nominations based on the extent and quality of the mod
9. If there are more than one mod in the running during any round, then it can be opened up to voting as the board sees fit. This vote may be internal or public at their discretion
10. Standards are high. If the board does not receive nominations, or judges than none are valid, then it can elect not to admit any new mods to the Hall of Fame during that month
11. There is no appeal or complaints process. Decisions of the board are final
12. Mods including multiple factions will be treated as a single mod, unless the addition of a faction is sufficiently awesome to justify consideration on its own
