You are missing a lot of information there (again). Most importantly, which version this refers to. And I'm sure you remember that we've told you before that it is completely common that development versions can have minor issues such as these. This is a natural process: new translation keys get added during a development cycle, then the english translations for these are added at some point, and when we are approaching the release we notify people who have subscribed to the translation mailing list that the translations they maintain need to be upgraded for the release.
And please don't shout. Something which may be very important to you is not necessarily very important to everyone else.
For what it's worth, I've added this and other translation key for english.lng in the subversion repository yesterday, and you can use the
process described on the wiki to also update chinese.lng.
