Workers can repair buildings without resources - I think it is a bug. In all other games (Starcraft, StrongHold etc) you need resources to repair things.

Not a bug. Repairing in Glest never requires resources, and we aren't starcraft, stronghold, etc. We're fabulously unique (in fact, you can't even set a resource cost on a skill).
