Voting to drop human or AI player

Since it's not possible to switch teams in-game and it has already been possible to drop players (based on decisions made on the server, namely due to high latency), it should now also be possible to have a vote, in-game, to remove a given player, and, if the majority of humans agrees, to disconnect this player. This should also allow for removing bots.

This feature will be most useful when users of your team get disconnected (due to high latency) and the remaining team is having a hard time to fight the oppsed teams' bots, but also when there are malicious users around which the remaining humans want to get rid of. Both of these situations are not currently the case very often, so this is not an urgent feature, but one which would be nice to have.
