If one of the players requests a game pause, the others can vote if its ok .....
the one who made the request is the one who will continue the game again.

I think in addition, there should also be some way to vote to force ending the pause early (the pauser would be excluded from this vote), so that if someone says they just have to quickly use the washroom, and don't return ten minutes later, the players aren't stuck waiting for christmas. Not saying such a thing would happen (you'd always hope things are never abused) but nice to have a fallback.

Added in svn rev#2601:

The following apply:
- only the server (or headless admin) can pause/resume a network game.
- to pause/resume press ESC in game and select the pause/resume button to toggle the state.
- chatting works while the game is paused. If clients want the game paused they should ask this in the chat window
