On a dedicated server, the server admin (first logged in player) can select maps which are installed on his game, but are not available on the server. Other logged-on players will then get a download prompt for every such file, but when trying to download, the file wont be found on the server (since it's not there). Same for techtrees, probably tilesets, too.
