[N/A] FTP server should become unavailable during games

Currently, the FTP server remains available throughout the entire game (tested from a previously connected client on a headless server), and will allow file downloads even to clients which are no longer connected to the server. There doesn't seem to be any use for this, so I suggest to disable the FTP server while it is not needed, namely during the game.

Right. Sorry about it, my test setup was flawed (note to self: never run networking tests through servers available at 127.0.0.1 ...)
