It would be great if I could disable a fog in tilesets.

You can set it for each game. Select advanced options and set fog of war to the desired option.

Not the fog of war, I mean the tileset fog - for example in the winter tileset/scrub land etc. Is it possible?

options->tileset particles ( the fog in meadow for example is made with this )
You cannot disable the general fog effect yet.
