If I recall correctly this is partially or entirely techically possible now. I do not remember how, though. Before this is discussed it needs to be clear whether this is something we really wan, though. There has been a previous discussion on this topic in, I think, the feature requests forum. I suggest you try your luck on the forum search.

Unit names, resource names, and upgrade names can be translated in MegaGlest's SVN version as per this recently added feature (May 2012). Unfortunately, there is still no support for tooltips, even though they could ease some of the concerns about "full" translation. There's also no support for translating command text. These may be expanded in the future, however.
