When you have custom tilesets installed in UserData_Root they should be listed on the game mods menu with a question mark icon since they are only available locally but not known to the game mods server. However, such locally-only available tilesets re not listed at all.

My custom tilesets show fine in the mods menu. Are you saying you see these tileset in game lobby but not in the mods menu?

I'm sorry I'm not sure how to reproduce this anymore or whether it's really an issue. I looked into it again today and everything about the files looked exactly as it should.
