No, the obj format does not support animations at all (I'm afraid I'm going to have to be a little blunt and say that you could have found that very easily by googling "obj animation"). Textures should work fine, and I have no idea why your textures aren't working, though they most likely aren't linked properly to the model (I have no experience with 3DS Max, however, although Blender generally requires an extra step for textures to be exported correctly attached to the model). Another possibility is that the exporter isn't correctly configured for exporting textures (though again, I have no idea how 3DS Max handles textures or exporting).
WebGL supports the MD2 format, which would work well (it's a skeletal format). A possibly useful alternative that I've heard of but never tried is
this, no idea how it works, and Blender only, but seems to export a WebGL compatible model (or script?). Never used WebGL myself, just Googling here
