The issue initially discussed here is fixed for me, too. However, I am also able to reproduce the additional issue Pizza is discussing on Windows 7-64:
The icon panel will, as if in a snapshot, sometimes take the look of another window or the next lower layer window (the window it is overlapping and covering). One way to make this occurs it to move the map editor window (partially) outside of the screen, another is to make other windows overlap with it.

And while I can reproduce the first issue also on 3.6.0.3, I can't for the second, yet unfixed, issue (so this seems to have been introduced between 3.6.0.3 and 3.7.1).
